In post-WWII Germany, the War Crimes Commission decides that Nazi war criminal Konrad Meinike will be released from prison in the hope he will lead them to his superior, the infamous Franz Kindler, one of the architects of the Nazi extermination camps. Government agent Wilson is assigned to follow Meinike, and the global manhunt eventually brings them to the town of Harper, Connecticut where Kindler is living under an assumed name. Meinike is killed before he can identify the man, and Wilson’s only other clue is Kindler’s obsession with antique clocks.
