In 1981, an experimental laser device is secretly tested near Stockholm by the Swedish and American governments. When the prototype is stolen at the same time a Soviet submarine is detected off the coast of Sweden, CIA agent Miller is sent in to recover the device. While Miller focuses his investigation on the Russians, Swedish military intelligence officer Stig Larsson attempts to uncover an even more insidious plot.
